UK Motorcycle Licence Guide: Age, Power & Routes

If you’re planning to ride on two (or three) wheels in the UK, you’ll need to know the rules. Here’s your all-in-one breakdown of motorcycle licence categories, age limits, power restrictions, and the steps to get fully road-legal.

1. AM Licence (Mopeds) – Age 16

  • Vehicles: Up to 50cc, max 4kW, design speed under 45km/h (28mph)
  • Requirements: CBT, theory test, Module 1 and Module 2 practical tests
  • Privileges: No L-plates, can carry passengers, use motorways

2. A1 Licence (Light Motorcycles) – Age 17

  • Vehicles: Up to 125cc, max power 11kW, power-to-weight ratio under 0.1kW/kg
  • Requirements: CBT, theory test, Module 1 & 2 tests on a 125cc bike
  • Privileges: Ride without L-plates, carry passengers, use motorways

3. A2 Licence (Standard Motorcycles) – Age 19

  • Vehicles: Max 35kW, power-to-weight ratio ≤ 0.2kW/kg, not derived from a bike over 70kW
  • Direct Access: CBT → Theory → A2 Practical Tests
  • Progressive Access: Upgrade from A1 after 2 years A2 tests

4. A Licence (Full/Unrestricted) – Age 21 or 24

  • Vehicles: Any size/power. Test bike must be at least 595cc, 40kW
  • Progressive Access: 21 and held A2 for 2 years → A Practical Tests
  • Direct Access: 24 → CBT → Theory → A Tests

5. Motor Tricycles

  • AM covers small trikes (up to 50cc)
  • A1 covers trikes up to 15kW
  • A required for trikes over 15kW
  • Car licence holders 21 may ride trikes under some conditions

6. Compulsory Basic Training (CBT)

CBT is the foundation of every riding licence and must be completed before riding on public roads (unless exempt). It includes off-road and on-road components and is valid for 2 years.

7. Theory & Practical Tests

  • Theory: Multiple-choice and hazard perception
  • Module 1: Off-road maneuvers (slalom, figure-8, emergency stop, etc.)
  • Module 2: On-road test with traffic scenarios and independent riding

8. Legal Safety Equipment

  • Helmet: Must meet UK legal safety standards
  • Visors/Goggles: Must also be safety-rated
  • Protective Gear: Strongly recommended but not mandatory
